Virtual K-12 Public School Programs and Students with Disabilities

Two recent National Association of State Directors of Special Education (NASDSE) studies (Müller, 2009; Rhim & Kowal 2008) found that students with disabilities are choosing to enroll in virtual public school programs and that the percentage of students with individualized education programs (IEPs) enrolled in these programs ranged anywhere from zero to 14%. Findings highlighted the need for additional guidance pertaining to the policy and practice of providing special education and related services in a virtual context.

To address this need, Project Forum at NASDSE convened a policy forum in February 2010 to identify the challenges associated with serving students with disabilities in virtual K-12 public school programs and develop policy recommendations to address these challenges.
